Well, personality isn't a behavior, however it does determine what kinds of behaviors someone is willing to engage in. Yet again, it is quite a complex concept. For example, people with low self-control exhibit risk-taking behaviors, are impulsive, and often insensitive (according to Gottfredson & Hirschi, 1990), so the personality traits (impulsive and risky) mediate the risk-taking behaviors a person engages in.
However, low self-control also has an effect on peoples attitudes. So the questions is, are a person's attitudes part of their personality, or does their personality dictate their attitudes?
Unfortunately, there is no straight answer in social science and human behavior, so really the solution is that personality is somewhere in the middle of environmental factors and genetics.
