One of my relatives experiences heavy mood swings since I've known them. They refuse to do anything about it, they do not go to therapy. They get angry for very small things, and it happens very suddenly so you get shocked. And sometimes they are over the moon happy for no reason laughing very dramatically for small reasons. I always suspected of bipolar disorder about them but I do not have a medical diploma or enough knowledge. I wanted to know what do you think?

Bipolar can be diagnosed when there are manic and major depressive episodes (mania and hypomania) present. It can also include anxiety, psychosis, and melancholy...
Bipolar disorder affects about 1% of the population. During manic stages, it’s likely they will overspend, talk fast and more than usual, impulsivity, recklessness, grandiosity, and only a couple hours of sleep a night. If someone is not on medication, it can cause greater and more intense symptoms that can debilitate them and could possibly have them be hospitalized. In a depressive stage, however, they will experience hopelessness, feelings of inadequacy, sleeping more, loss of interest in normal everyday life situations, and suicidal thoughts or ideation. This stage, if severe enough, can also send the person into the hospital. The best way to manage bipolar is to take your medication, go to therapy, and be proactive about noticing your symptoms so you can combat them the best you can.
I don't have a medical degree either, but I do have a couple friends who are diagnosed with bipolar disorder, and this description would fit them very well when they're not on their meds.
