The article does not provide much information to support the presence of a genuine mental illness. It looks like the court is not buying his claim of mental illness though given they rejected his plea to form the medical board for his mental state. They may not need a forensic psychologist after all. Had one been needed though, a comprehensive assessment looking for evidence of malingering or genuine mental health problems would have been necessary.
