A great but oddly difficult question to answer. Yes and no depending on the situation. One also has to ask - What do you mean by different? Different in comparison to what?
Almost every brain has a unique signature with differing neuronal strengths and weaknesses. A criminal brain doesn't always have to have something wrong with it, sometimes a criminal commits an illegal act having rationalised a reason for it.
There is a great tendency to point out differences to delude ourselves into believing there are differences between the criminal and ourselves. But this isn't always the case, sometimes it is sheer luck and circumstance.
However, that being said, absolutely sometimes dysfunctional neuronal networks in the limbic system - PFC can lead to criminal behaviour and you might say this brain is different. However, trauma or accident etc may lead to us behaving exactly as a criminal might so there is little solace to be gained in the knowledge that a criminal mind is different. The most we can say, is that the criminal brain we are contemplating is different from our own...so far.
